Reports of high level meetings as Scottish Government plans to scrap CAP Rural Payments System

There are unconfirmed reports of high level meetings within Scottish Government as they plan for the scrapping of the CAPs Rural Payments System.

An increasing number of people have reported that despite costing over £200m, the system is now beyond saving and an Italian system that was to be the backup plan is also no longer an option.

Apparently the biggest concern now is a backlash from the farmers whose payments may now be delayed until Q3 or Q4 2016 or may even be withdrawn if the EU withdraws the funds as a result of the system failure.
